Pyrethrum extract is a naturally derived active substance obtained from the flowers of the chrysanthemum (Chrysanthemum cinerariaefolium). Thanks to its insecticidal properties, it is used in various products for controlling pest insects. Its main active components, pyrethrins, act on the nervous system of insects, making it an effective and environmentally friendly solution for pest control.
On July 6, 2023, the Official Journal of the European Union published Implementing Regulation (EU) 2023/1530, which approves the extract of Chrysanthemum cinerariaefolium obtained from open and mature flowers of Tanacetum cinerariifolium using hydrocarbon solvents/supercritical carbon dioxide—commonly referred to as pyrethrum extract—as an active substance for use in biocidal products of Product Type 18, in accordance with Regulation (EU) No 528/2012.
Annex I of the regulation states that the approval of this active substance will begin on February 1, 2025. From that date onward, previously authorized PMC products containing this active substance—either alone or in combination with other biocidal active substances—will no longer be marketable, except for those for which an application for authorization as a biocidal product has been submitted. Unauthorized products will benefit from a sell-off period, meaning they can be sold until July 31, 2025, and used until February 1, 2026.

By defining pyrethrum extract as a biocidal active substance, the regulation will significantly impact the pest control sector. Companies will need to adapt and invest in the research and development of compliant formulations. Products currently classified as PMCs but not registered as biocides must be replaced or reformulated to remain marketable.
